Wow, that's wonderfully 1980s.
How come the 1980s seemed so new and modern back then, and now they look really quaint? It can't be that we're getting old; there must be another explanation…

I think that's one of the concrete boats that were used during World War II to block the backwaters from invading Germans. I'm not sure why they're still around or if they're positioned in particular places on purpose.
