I went to a talk by one of the guys who did the new signage for the place. He said that the plan with the lights was that they could be set to different colours to create different atmospheres for different events.
Unfortunately the Barbican staff seem to have taken a liking to using all the colours at once, which is, as you suggest, less than attractive.
