Appendix 3

Biographical data on some rulers and other watermen

Introduction

The main purpose of this appendix is to provide data on the socio-economic status of the rulers, and on the orientation of rulers and other key watermen in Company politics. Other information of interest is also included. See Appendix 1 for source references to rulers' election dates.

     The living places and ages of most of the entrants here are ascertained from the Admiralty muster (SP 16/135[4]) of February 1628/9; other sources are used where available. From here we can proceed to tax records, wills, etc, to ascertain watermen's socio-economic status.

     The subsidy tax was, in the seventeenth century, paid only by the relatively well-to-do of a parish. The pre-revolutionary ruling elite of the Company evidently considered it a mark of distinction to be a 'subsidy-man' (which, they claimed, most of them were — see Taylor, Commons Petition, p.10). The tax was levied on either real estate ('land') or `goods'. By the earlier seventeenth century only a fraction of the nominal assessment was actually paid. Those assessed at £1 (the minimum amount), for example, would pay only 8s.

     The poll tax of 1641 was levied on every adult (sometimes even including wives of householders). The basic payment (for the poorest people) was 6d. (1s. for householders in some localities; see Crispine, John below). Contributions for the relief of poor Irish protestant refugees from 1641 onwards were (theoretically) voluntary. The parliamentary 'assessments' of the 1640s and 50s were also broadly levied, though not quite so broadly as the poll tax. The minimum charge was generally 1s.

     The hearth tax, introduced in the 1660s, was levied according to the number of fireplaces in each home ...* [hearth tax formula] But this is misleading. Regional differences were also important. In northern England the vast majority of people had only one hearth; three hearths was a mark of some distinction (indicating a minor gentleman or yeoman). In southern England, people were much more 'hearth rich'. It is true that some three-hearth householders were subsidymen (see below, Kettle, George, for an example). But many others of them were not chargeable for the tax; the most common reason for this was poverty (see Meekings, Surrey Hearth Tax 1664).
